Mark serves as a Private Wealth Manager, working directly with his clients to create and maintain a customized financial plan addressing all aspects of a healthy financial life including investments, tax planning, risk management, retirement, employee benefits and estate planning.

Mark brings to his clients decades of experience providing legal, tax and financial services to clients. Prior to joining Creative Planning, he was the co-owner of both a boutique investment advisory firm and an estate planning and tax practice. Prior to establishing his private law practice, he served in the U.S. Navy’s Judge Advocate General’s Corps.

Mark is a Past President of the Northern Virginia Estate Planning Council and an active member on the Legislative Committee of the Virginia State Bar, Wills and Trusts Section. Recently, he chaired the ABA Task Force on Revisions to the Uniform Principal and Income Act.

Mark was the principal drafter of the Virginia Small Estate Act (2010) and the IRA Creditor Protection statute (2008), and the Virginia Uniform Powers of Appointment Act (2016). Mark was actively involved in the drafting of the Virginia Uniform Trust Code, and the Virginia Uniform Income and Principal Act.

Mark earned his Bachelor of Arts Degree in Political Science from California State University at Long Beach. He earned his Juris Doctorate from the University of Arizona. He also earned his Master of Laws Degree in Tax from the Marshall-Wythe School of Law at the College of William & Mary. Mark is admitted to the practice of law in Arizona and Virginia. He is also a CERTIFIED FINANCIAL PLANNER™ professional as designated by the Certified Financial Planner Board of Standards.
